NIH PAP，法制化される

　年の瀬も迫った今日この頃ですが，苦節3年5ヶ月の時を経て，NIHパブリックアクセス方針が当初の意図を反映する形で，法律(PDF,19MB,該当箇所はp.81）となりました。2004年の夏から注目してきたこともあり，感慨深いものがあります。
　だれがいつ原稿を登録していくのか（研究者か出版者かはたまた図書館か），遵守率は100%になるのか，など気になります。

The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine's PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication to be made publicly available no later than 12 months after the official date of publication: Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law.
