元の文書は，先週末行われた「Scientific Publishing in the European Research Area
Access, Dissemination and Preservation in the Digital Age」の後に発表された「On Scientific Information in the Digital Age: Access, Dissemination and Preservation」(PDF)で，欧州委員会は今のところOAの義務化は考えておらず，もっと実験や議論が必要であってOA出版の方に関心があるようです。
